Appointment of Dr. Wisdom Ebiye Sawyer as Bayelsa Head of Service

Governor of Bayelsa State, Senator Douye Diri, has officially appointed Dr. Wisdom Ebiye Sawyer as the new Head of the Civil Service of the state. This announcement was made by his Chief Press Secretary, Mr. Daniel Alabrah, in a statement released on Tuesday.

Dr. Sawyer's appointment follows the retirement of Barr. (Mrs.) Biobelemoye Charles-Onyema, who concluded her tenure on August 31, 2025. Previously serving as a Permanent Secretary in the Ministry of Health, Sawyer brings a wealth of experience to his new position.

A member of the Bayelsa civil service since June 8, 1998, Dr. Sawyer began his career as a Medical Officer. He hails from the Odi community in the Kolokuma/Opokuma Local Government Area, where he was born on May 14, 1970. His educational journey began at Town School, Okrika, Rivers State, where he completed his primary education in 1981. He subsequently attended Okrika Grammar School, successfully sitting for the West African School Certificate examinations in 1986.

In 1988, Sawyer was admitted to the University of Port Harcourt, Choba, Rivers State, where he pursued a Bachelor of Medicine and Bachelor of Surgery (MBBS) degree, graduating in 1996. He furthered his education at the University of Lagos, earning a Master’s degree in Public Health in 2000. In addition, he completed his training at the National Post-Graduate Medical College in Lagos, achieving a Part 2 Fellowship in Public Health in 2010.

Dr. Sawyer has also defended his dissertation at the faculty level for a Doctor of Philosophy (Ph.D.) in Clinical Sciences and Public Health at the Niger Delta University, a state-owned institution. Furthermore, he is a distinguished member of the National Institute for Policy and Strategic Studies (NIPSS), underscoring his commitment to policy development and strategic leadership.

With his extensive background and qualifications, Dr. Sawyer is poised to make significant contributions to the Bayelsa State civil service in his new role.
